October 26, 1999 The nation's top climate and weather experts of the National Oceanic and Atmospheric Administration today unveiled the winter weather forecast for the United States, saying that a lingering La Niña climate cycle of cold tropical Pacific waters will influence wintertime weather patterns through March.
